The Waterloo Catholic District School Board is seeking a qualified and experienced person for the position of Energy Conservation Officer. Reporting to the Senior Manager of Facility Services, the Energy Conservation Officer will be responsible for the development and implementation of the Board’s energy conservation program. This position requires an individual who has demonstrated skills in leadership, communication, initiative and innovation.

Duties and Responsibilities

  • Develops, implements, manages, monitors and promotes an energy management program for WCDSB buildings;

  • Updates the Board-wide energy conservation program and participates in all Board wide sustainability activities: waste minimization, water conservation, greening grounds, and environmental education in school facilities;

  • Runs and oversees the Ontario EcoSchools program and provide support for schools, teachers and students from K-12;

  • Maintains and monitors utility reporting requirements through the Utility Consumption Database;

  • Completes annual reporting as required to meet requirements of Ministry of Energy;

  • Provides utilities benchmarking and predict usage of electricity, natural gas and water with trouble shooting of monthly usage variances and assists in the preparation of cost estimates for the annual maintenance and utility budgets;

  • Compiles monthly reports on the consumption of electricity, natural gas and water and recommend areas where corrective action is required;

  • Research and apply for all energy conservation grants and other government incentives;

  • Provides direct input and feedback and attend critical evening meetings (as required) as a resource to school councils and staff;

  • Provides technical input to the solution of maintenance problems, material standards, purchase of new equipment and to Capital projects;

  • Required to attend OMC Energy and Environment Sustainability Committees and Sustainable Waterloo Region meetings and programs;

  • Monitors and runs the social media platforms on Instagram and Twitter and periodically maintain and update the EcoZone website;

  • Required to participate in a rotational “on call” schedule;

Basic Qualifications:

  • Post-Secondary in Environmental Studies with focus on Energy or Building Systems or a combination of education and related experience

  • A minimum five year’s experience, and facility management experience, preferably in a public sector, unionized environment

  • Technical knowledge of building systems, energy efficient programs, procedures, audits, equipment and energy calculations

  • Working knowledge of Ontario Building Code, ASHRAE Standards, Environmental Protection Act, Ontario Provincial Standards, Ministry of Environment and Climate Change and Energy Acts, Waste Free Ontario Act and Sustainable Development Goals

  • Ability to read and interpret policy procedure manuals, engineering, architectural and technical journals, design specifications, and legal documents

  • Proficiency in Energy Management Systems including RETScreen Expert, Portfolio Manager, and Building Automation System

  • Excellent leadership, problem solving, decision making and communication skills required

  • Previous supervisory experience is preferred

  • Valid class G driver’s licence and access to a reliable vehicle

Salary Level or Salary Range Starting At:  PASS Level 5, 64,436 per year in accordance with the PASS Terms of Employment

Hours of Work:  Full Time – 35 hours/week – 52 weeks year
