STEP: Supporting English Language Development
The STEP (Steps to English Proficiency) framework is used across Ontario schools, including WCDSB, to assess and monitor the English language development of multilingual language learners. Developed by the Ontario Ministry of Education, STEP provides educators with a consistent tool to identify a student’s current level of English proficiency in oral, reading, and writing skills. It helps guide instruction, set learning goals, and track progress over time. Teachers use STEP to ensure that multilingual language learners receive appropriate support across the Ontario curriculum. The framework also promotes equitable assessment practices and helps educators differentiate instruction based on each student’s language learning needs.
It may take 1-2 years to develop everyday social language skills, and it may take 5-7 years to develop academic language skills required for school.
Parent STEP Letter: Keeping Families Informed
To keep families informed about their child’s English language development, Multilingual Learner Support teachers (MLSTs) at WCDSB send home a Parent STEP Letter prior to each term reporting period. This letter outlines the student’s current proficiency level in oral communication, reading, and writing, based on the STEP (Steps to English Proficiency) framework. The letter helps families understand their child’s progress and the supports in place to help them succeed.
