Delegations wishing to address a committee or the Board are required to e-mail stephanie.medeiros@wcdsb.ca by the Monday at 9:00 a.m. prior to the meeting. Each delegation will be allowed ten minutes.

Ensuring Safe Meeting Spaces
To ensure the safety of all participants and allow for public access to meetings of the Board of Trustees, the following measures are in place.
Meeting Room Capacity
Full meeting occupancy load = 200 persons (no exceptions)
Occupancy load with partition wall closed = 100 persons (no exceptions)
The atrium hallway leading from the main entrance to the boardroom does not provide seating and must remain clear of individuals to allow for orderly exit from the meeting room in the event of an emergency. Seating is available on a first come, first served basis.
Sign-In Protocol
Please note, as part of the sign-in protocols:
- All visitors will be required to show physical Photo ID and sign-in before being permitted entry to the Board meeting room.
- Any type of bag being brought into board meetings will be subject to search.
- Visitors may not take pictures, audio recordings, or video recordings while on school board property during meetings.
- To ensure everyone’s safety, security personnel may use audio and video recording devices.
Participation Norms
Placards, posters, or signage are not allowed in the Boardroom. Anyone with signs or placards will be asked to leave them at the welcome table. Under Section 207 (2) (3) of the Education Act, individuals who are disrespectful, use hate, profanity, or are in any other way disruptive to the meeting will be asked to leave. 207 (2) (3) The presiding officer may expel or exclude from any meeting any person who has been guilty of improper conduct at the meeting. R.S.O. 1990, c. E.2, s. 207 (3).
Under the Trespass to Property Act, protesters are not permitted on Catholic Education Centre property.
Post-Meeting Boardroom Use
The Boardroom will be closed to public access 15 minutes after the conclusion of all Board Meetings.
Rules for Delegations
The rules for delegations are spelled out clearly in Article 5 of the WCDSB General Operational and Procedural By-law.
Further to the by-law, delegations are asked to share ideas and concerns respectfully, and cannot:
- Violate the Ontario Human Rights Code and WCDSB Policies and Procedures;
- Use offensive, obscene, or defamatory language, gestures, or images;
- Use negative or derogatory personal references;
- Misuse personal information related to WCDSB students, staff, or Trustees;
- Discuss topics outside of their intended delegation;
- Cross debate issues with other delegates, staff, or Trustees of the Board.
Please Note: The delegation process provides an opportunity for stakeholders to present their views to the Board of Trustees. It is not a question-and-answer forum. Trustees will listen respectfully and attentively to all delegations and may ask questions of clarification to ensure clarity.
Should a presentation cross into areas covered under Section 207 of the Education Act, the Chair will immediately move the presentation in-camera.
Security Onsite
Security guards and investigators may be present at any meeting of the Board of Trustees or its committees.
