Important Message from the Director of Education re: Planning for the 2021-2022 School Year

Dear Waterloo Catholic Community –

We are sitting on the cusp of June and at this point it is not 100% clear if we are headed back to face-to-face learning in this school year.   We will certainly be in touch should any development arise in this regard.   We know that this has been a challenging time for many students, their families and for staff to learn remotely online, but we are grateful to all for the many efforts you have made to make it work.  With that said – we are also very much planning ahead to next year at this time.  In that spirit, this letter contains a number of updates about the end of this year and the planning for next year.  I encourage every parent or guardian to read each of the updates very carefully.

Vaccination:

All students ages 12 to 17 years of age are now eligible for vaccination.  This is excellent and welcome news as we know that it will bring our students, their families and our schools an added measure of protection and safety.  Students who are 12 to 17 years of age (and any family member who is not vaccinated as yet) may register for and attend the vaccination clinics that will be available the weeks of June 14th and June 21st.  Some clinics will also be available the week of June 7th.  During those weeks – 12 to 17 years olds (and their families) will be the highest priority for vaccination.  Second booster shot vaccines will be available in August so that students can return to school fully vaccinated.   Further details will be shared through your local school as they become available, but all 12-17-year-olds are now eligible for vaccine pre-registration.

Transition Survey for 2021-22 School Year:

As mentioned in March and even more so now, our planning for the 2021-2022 school year is now underway.  We are working on staffing and budget, and we must make decisions for next year at this time.  For this reason, we are now asking ALL families to confirm if they have a desire for online learning for their child(ren).   Even if you completed the survey in March, you are asked to complete the survey again to confirm your choice.   If you do not complete the survey – we will assume your child is returning to face-to-face learning.  Next week – May 31st through June 3rd – we will have a survey on our Board website for any parent/family that wishes to choose virtual learning again for next year.  That said – it will be a one-time choice.  That is, there will not be transition periods during the year.  A choice for virtual will be a choice for September through June.  If you register for St. Isidore, our virtual school, you will no longer be affiliated with your current home school, (for the 2021-2022 school year).  You will have the option to re-register for the following school year (2022-2023).

A few things to note about your choice for online learning:

  • This is a single choice for the full year (September through June)
  • Vaccinations are expected for students 12 – 17; pediatric vaccine for those 5-11 are in development but cannot be confirmed at this time
  • All staff that wish to be vaccinated will be vaccinated by September
  • If you were a French Immersion student and you were online this year, if you choose a second year of online learning you will forfeit your spot in French Immersion
  • In secondary schools we expect to begin the year in a quadmester model with students attending two classes per day. If things progress well, we hope to see a semester model (carrying 4 courses over the course of half the year) by the second half of the year.  There is also the hope that extra-curriculars may return at some point next year.
  • There will not be the opportunity for inter-scholastic or varsity sports if you attend school virtually.
  • If there are not sufficient numbers for a dedicated online secondary school, a hybrid model will be considered.  This involves students connecting remotely to the face-to-face class using video conferencing, (as opposed to a dedicated virtual class).
  • Certain secondary subjects may not be possible or may be significantly compromised in their delivery through our online offering – for example, technology courses, some Specialist High Skills Major (SHSM) red seal specialities, senior level sciences and some performing arts.

We know that some students have found virtual to be a good way to learn.  We do, in the main, feel that for a variety of reasons not only connected to academics, but to a young person’s social emotional well-being, that attending school in person is likely the preferred option for most students, when all things are equal.  Please give this decision careful consideration.

Graduation:

After further discussion with school and senior administrators about the best way to support and honour our 2021 graduates, it has been decided that the release of all WCDSB secondary school virtual graduations for this year will be postponed until October 2021.  This will allow time to properly gather data for all awards and designations and allow for schools to complete graduation preparations that were not yet completed due to COVID restrictions.

We will continue to plan for alternative ways to celebrate our graduates in June based on Ministry of Education and Public Health announcements and guidelines.  Any additional information will be posted to our Grade 12 Google classroom.  Similarly local elementary schools will share the details of graduations with parents.  While not the graduation celebrations we might have hoped for, we will do our best to honour this significant milestone in our students’ lives.

Updated Public Health Guidance: Employees with COVID-19 Symptoms Following Vaccination

The Ontario government recently updated its Public Health guidance for employees with COVID-19 symptoms within 48 hours of COVID-19 immunization.

The updated guidance is available via this link: Guidance for Screening Vaccinated Individuals (gov.on.ca)

The main intent is to provide guidance related to COVID-19 workplace screening for workers experiencing post-vaccine symptoms. This guidance does not apply to screening outside of workplaces.

This guidance document pertains only to workers who:

*Are required to be at work in-person; AND

* Have received a COVID-19 vaccine 48 hours prior to being at work (including day of vaccination, which is considered day 1); AND

*Do not have a known exposure to a confirmed COVID-19 case in the last 14 days.

Workers who have received a COVID-19 vaccine in the past 48 hours and are experiencing symptoms, and/or also have a known exposure to someone with confirmed COVID-19 in the last 14 days should not attend work in-person, and should self-isolate and be tested for COVID-19.

Workers who are advised to self-isolate due to an exposure to a COVID-19 case or for any other reason, should also be excluded from in-person work.

Vaccine Pre-registration for Children Aged 12 -17!!

Yesterday, the Province of Ontario announced that as of the week of May 31, youth in Ontario between 12 and 17 years of age and their family members who have not received a vaccine, will be eligible to book an appointment to receive their first dose of the Pfizer vaccine, including at special dedicated youth and family clinics throughout the weeks of June 14 and 21, 2021.

The province will work with Region of Waterloo Public Health and our school board to offer second doses of the vaccine by the end of August.

Get Vaccinated If You Are Eligible!

The Waterloo Catholic District School Board (WCDSB) encourages all who are eligible to pre-register to receive their vaccine from Region of Waterloo Public Health.

When possible – and to best support your child(ren) with their learning – please be mindful of school hours. However, if you are only able to book an appointment during the school day, please do so. This is an important opportunity to prioritize the health of all in our community.

We are asking anyone who is eligible, including education workers, to make sure they are pre-registered on the Region of Waterloo Public Health website.

WCDSB Announces Chair’s Award, Community Partner Award and Distinguished Graduate Award Recipients

Each year, the Waterloo Catholic District School Board proudly announces the recipients of three major awards: Chair’s Award, Community Partner Award and Distinguished Graduate Award.

This year’s recipients of those respective awards are John Dietrich (Principal of St. Mary’s High School), Our Lady of the Seven Sorrows Parish (St. Mary’s Parish), and Dr. Laura Shoemaker (retired WCDSB Superintendent of Special Education).

The Chair’s and Community Partner Awards will be presented virtually on May 13, 2021. The Distinguished Graduate Award will be presented at a suitable time following the conclusion of the current COVID-19 pandemic restrictions.

Chair’s Award:

Presented to a person or persons in the school system who has contributed significantly to Catholic Education. It is given annually in recognition of outstanding contributions made to the Catholic school system serving the students, staff and greater community of Waterloo Region or to the betterment of Catholic Education in Ontario in general.

During his almost 30-year career with WCDSB, John Dietrich has served as an Administrator at 4 of the board’s 5 secondary schools, where his organizational, technical and communication skills – as well as his great faith – have served as an inspiration for a generation of educators and school support staff.

Community Partner Award:

Presented annually in recognition of outstanding contributions made by a community partner or agency to the Catholic school system serving the students, staff and greater community of Waterloo Region.

Our Lady of the Seven Sorrows Parish (St. Mary’s Parish) has been at the heart of Waterloo Region’s Catholic community – not to mention the City of Kitchener itself – since 1854. Being a downtown church, the parish has established an impactful ministry in assisting the needs of many neighbours for food, shelter, connection and belonging. The St. Mary’s Kitchen and Tiny Home Takeout initiatives are key examples of that ministry in action.

Distinguished Graduate Award:

Presented to a graduate of more than 10 years from our school system who has demonstrated outstanding examples of the Ontario Catholic School Graduate Expectations. Awarded at the graduation exercises of the recipient’s Secondary School or other appropriate public venue.

Throughout her career, Dr. Laura Shoemaker worked tirelessly to ensure all students with special needs received the individualized programming necessary for them to reach their full potential. Her life’s work – providing a supportive and inclusive learning environment for ALL students — has animated the very best of the Ontario Catholic School Graduate Expectations.

Waterloo Catholic District School Board Welcomes New Superintendents

The Waterloo Catholic District School Board is pleased to welcome new Superintendents Dr. Jennifer Ritsma and Annalisa Varano.

They replace Superintendents Maria Ivankovic and Richard Olson, who are both retiring.

Dr Jennifer Ritsma joins the WCDSB from the Huron Perth Catholic District School Board.

She began her career as an Educational Assistant and has worked her way up through all roles in school life, to now a Supervisory Officer. Most recently, she has served in elementary school administration, in three different schools.

Jennifer completed her Educational Doctorate in trauma informed schools and systems, focusing on equity and inclusion to impact vulnerable student populations, and currently serves as a Director at the Huron Perth Children’s Aid Society.

Her work has focused on faith formation and instructional leadership, moving and responding to challenging communities through cultures of inclusivity and strategic planning.

Annalisa Varano joins the WCDSB from the Simcoe Muskoka Catholic DSB

She has been a teacher, vice-principal and principal in both elementary and secondary schools, where she was noted for a number of innovative practices that served her school community and students well. Most recently, she has served as the principal of the SMCDSB’s Secondary Virtual School (2,000 students) and of Continuing Education / Adult Education.

Annalisa served as Catholic Principals’ Council of Ontario (CPCO) President in 2019-2020, and is currently on the steering committee at the Institute for Educational Leadership and Chair of the Communications Committee.

She has deep roots in mission trips, pastoral care and professional learning communities, and was noted for transformational projects she has undertaken in her leadership roles.

Waterloo Region’s Catholic schools look forward to Jennifer and Annalisa joining the WCDSB leadership team, and wish departing Superintendents Richard Olson and Maria Ivankovic many years of joyful retirement, following their long and successful careers serving Catholic education and the students of WCDSB.

Highlights

Well-being Update – Safe Schools

At the Waterloo Catholic District School Board, we believe that every student has a right to learn in a safe, caring, and supportive environment. Our learning environments – whether face to face or virtual – foster positive Christ centered relationships that are at the heart of all our efforts to promote student achievement and well-being. The WCDSB vision for safe and accepting schools clearly aligns with the publication of Achieving Excellence: A Renewed Vision for Ontario Education (2014), wherein the Ministry of Education made a commitment to every student in the province of Ontario: Regardless of ‘ancestry, culture, ethnicity, gender, gender identity, language, physical and intellectual ability, race, religion, sex, sexual orientation, socio-economic status, or other factors’, all students should be able to access the curriculum, feel safe at school, and have a sense of belonging.

Over the 2020-21 school year, the WCDSB has been intentional about supporting student wellbeing during these unprecedented pandemic times. However, because of the impact of the provincial lockdowns on schools and businesses and the restrictions posed by pandemic operational guidelines, some of our safe school initiatives have been paused and/or cancelled.

Regrettably, the Alternative to Suspension Program in partnership with the Cambridge YMCA did not receive renewed provincial funding and has been discontinued. Our partnership and training with Community Justice Initiatives (CJI) has been essentially paused due to gathering restrictions. However, consultation has been available as required.

We are continuing to notice fewer students who are being suspended when we look at the trends over the last three years.

Controlling for similar time ranges (e.g., September to February of each school year) when looking at students who are suspended and enrollment, we are noticing that total number of students who are suspended each year (e.g., recidivism) has decreased in both panels over the past three years in the following magnitudes:

  • In the Elementary panel, there is a decrease when we compare the proportion of students that were issued a suspension in the 2020-2021 school year when compared to four years ago (135 fewer students)
  • In the Secondary panel, there is also a decrease when we compare the total number of students that had a suspension issued in the 2020-2021 school year when compared to four years ago (168 fewer students)

To date, there have been no issued expulsions, up to and including the last day of February in 2019-20, and during the current 2020-21 school year. There were four recorded expulsions in 2018-19.

Multi-Year Information Technology Plan and 21st Century / Global Learning Update

The 2020-21 school year has continued to be one in which an innovative lens has not only been essential but paramount to the responsive needs that the COVID-19 pandemic has asked of WCDSB students, staff, and families. The foundational work of the Innovation Strategic Plan, which focused on the creation of a vision, mission, and strategic direction, enabled a responsive, targeted, and thoughtful system response to virtual learning needs as well as pedagogical support in order that all learners might achieve optimal student outcomes.

The learning opportunities that have been created during these unique times have catapulted teacher efficacy and systems thinking to new levels. We have been challenged to consider our obstacles as opportunities. With a progressive stance, the WCDSB continues to make decisions through an equity lens and our innovative endeavors continue to focus on strengthening educator capacity, building strong community partnerships, planning for opportunities for the traditionally underrepresented, and strengthening accessibility for all.

On April 26, 2021, the Board of Trustees received a detailed report describing the challenges faced and accomplishments made throughout the year. The report is divided into the following key areas:

  • Digital Citizenship Programming
  • Experiential Learning Programming
  • Global Competency Programming
  • Equity and Technology Governance
  • Classroom Technology and Innovation
  • Connecting Technology to Disciplinary Programming
  • Leadership for Innovation Learning Series

The report also includes the WCDSB’s Multi-Year Information Technology Strategic Plan for the years 2021 to 2026.

The document details the status of 2020-21 projects and outlines upcoming initiatives in several key areas, including:

2021 Capital Priorities Submission

The current capital priorities program provides boards with an opportunity to apply by May 21, 2021 for funding to address up to 10 of their most urgent pupil accommodation needs including:

  • accommodation pressures;
  • replacing schools in poor condition;
  • supporting past consolidation decisions;
  • providing facilities for French-language rights holders in under-served areas; and
  • creating new licensed childcare spaces in schools.

Projects are expected to be completed and open no later than the 2024/25 school year.  This year’s program will prioritize projects where accommodation pressure is addressing utilization equal or greater than 100% in the 5th year after a project opens, and where there is a 2.5% or greater operational cost savings resulting from the project.

As identified in the 2020 Long Term Accommodation Plan (LTAP), the following list of projects were identified as priorities for the next round of capital priorities funding.  As such, the Board will apply for the following capital priorities:

  • New Rosenberg Catholic Elementary School – 400 pupil places
  • Boniface Catholic Elementary School addition – 92 pupil places
  • Gregory Catholic Elementary School addition – 92 pupil places

In addition, a new 400 pupil place elementary school project on the vacant St. Patrick CES site in East Kitchener would address the short- and long-term elementary accommodation needs in that community beyond the planned East Kitchener 7-12 school.

Equity/Census Update

As a Catholic learning community, we are inspired and guided by the Gospel in our pursuit of equity and justice as a value rooted in our faith. In our Catholic/Christian tradition, we have a moral imperative to act intentionally to ensure those we serve – staff, students, and communities – are treated with respect and dignity as brothers and sisters in Christ.

A critical step to ensuring equity is to gain a clearer understanding of who our students are and of their school experiences. The purpose of enhancing data collection and performance measurement is to improve the achievement and well-being of all students and more precisely identify and address systemic barriers and disparities.

A consistent approach to collecting and analyzing voluntarily provided identity-based data will help WCDSB identify where systemic barriers exist and will help determine how to eliminate discriminatory biases to support equity, and student achievement and well-being through evidence-informed decision making.

Called to Belong

Our “Called to Belong” Workforce Census was launched on Spiritual Development Day in November 2019, but due to labour action and then the lengthy school closure period our completion rate was less than anticipated and the social/emotional context had changed so significantly that the data could not be used reliably.  We intend to re-launch our workforce census in May 2021. Consultations with staff from various equity-seeking groups took place during the week of April 19-23.

With the completion of our Workforce Census, we will have come to better understand the diversity of staff and identified barriers to workplace equity.  We will also have built capacity and understanding of the purpose of equity surveys with our entire employee population.  This will serve us well in completing our first Student Survey.

As we did with our Workforce Census, we have developed a draft Student Census survey to share with staff, students, parents, and community partners/organizations. Consultation with students, parents and community partners/organizations will take place which will involve a rationale for the census and a draft of the actual survey to share for feedback

Administration of the Student Survey will take place in October 2021, followed by analysis of data and development of a report that will be shared with trustees, the district community, parents, and community partners.

Once we have voluntary student data, will be able to compare staff to students to inform attraction to the teaching profession, leadership, and hiring and promotions so that eventually our workforce more closely resembles the students and families we serve.

Update on WCDSB COVID Education Delivery Plan

At the current time, the schools of Waterloo Catholic continue to learn in our evolving pandemic reality, which currently has us under a provincial “stay-at-home” order.  Our staff, students and parents are yet again being asked to adapt, more so in our in-person learning environment than in the virtual environment of St Isidore.  That said – it is a challenging landscape across our province as we try to combat the third wave.  COVID-19 has changed the landscape of a traditional school experience and the staff of our board have planned, prepared, and now implemented in this new and continually evolving reality.  As we continue the journey further into spring, we are also looking to next year and what the school year will look like.

As was the case in January, when the full system pivoted to virtual, we are once again providing in person instruction and support to our special education vulnerable population.  Realizing that this was a possibility we might confront at some additional point in the school year, we began advocating earlier for the vaccination for all our staff – but with the staff who serve our vulnerable population as a priority. On April 21st, the government agreed to accept pre-registration for all Group 1 frontline essential workers – which takes in all our school-based staff. Meanwhile, targeted COVID-19 testing has continued in the Region over the course of this month.

WCDSB has also been the recipient of infrastructure funds released by the federal and provincial governments.  We have received approximately $8.1 million which will greatly assist in addressing some critical infrastructure needs connected to HVAC and windows. This investment will aid in improving the safety of our buildings – a much valued boost at this time when we are dealing with the impacts of the pandemic.  The specific investments are as follows:

  • HVAC projects – approximately 22 projects
    • Including replacement of roof top units, unit ventilators, heat pumps, exhaust systems, boilers, BAS upgrades and control systems
  • Window replacement projects – approximately 12 projects
  • Various other smaller projects including – automatic door openers, hand washing stations
  • Funding has also assisted with refurbishing 19 portables, some roofing projects and flooring projects as well.

These updates will primarily take place during quieter times in the schools, and as such much of the work will occur during the summer.

Finally, in March we conducted a preliminary survey to assess the level of interest in virtual learning for September 2021. The survey revealed that we have just under 600 elementary school students interested in virtual learning and fewer than 200 students in secondary schools. This will mean that we will offer St. Isidore as an option at the elementary school level in 2021-22, but we will have to consider our delivery model in secondary schools, given that the 200 students are spread over 5 schools, 4 grades and a variety of courses. Families will be asked to confirm their final choice of learning mode in June.

Special Message Regarding Emergency Child Care

Dear WCDSB families,

Subject: Targeted Emergency Child Care is being offered effective April 19th, 2021

On Monday, April 12, 2021, the Province announced that elementary schools will be shifting to remote learning following the spring break for an unspecified length of time. During this time, all before and after school programs will be closed.

In support of health care and other frontline workers whose children are in school, the Ministry of Education will implement the targeted Emergency Child Care (ECC) program for school-age children. This emergency child care program is available at no cost to eligible parents, starting April 19th, 2021.

To determine if you are eligible to access emergency child care, please check the  Ministry of Education’s list of eligible workers.  If all parents/guardians in the household are required to work outside of the home and one (or more) parent/guardian is on the list of eligible workers, you can begin the application process for Emergency Child Care through OneList Waterloo Region.  Families are being asked to apply to one location only.  If your child care needs cannot be accommodated at your priority location, that program will assist you with accessing care at another location.
