Supporting Multilingual Language Learners and their Families

WCDSB Celebrates Multilingualism

Being multilingual is a powerful asset that supports cognitive development, strengthens cultural identity, and enhances communication skills. At WCDSB, we encourage families to maintain and celebrate their home language while students learn English. Research shows that continuing to speak and develop the first language helps children learn additional languages more effectively and supports academic success. It also fosters strong family connections and pride in cultural heritage, contributing to a rich and diverse school community. Registration Process for Newcomer Families

Families new to the Waterloo Catholic District School Board (WCDSB) register their child at their local school by completing the online form and submitting required documents (e.g., proof of address, immigration status). If the student is identified as a multilingual language learner (MLL) and newcomer to Canada, the school forwards their information to the WCDSB Newcomer Reception Centre. The student is then placed in a queue for an Initial Assessment, where teacher assessors evaluate English language proficiency and educational background to determine appropriate programming and supports.

Who are Multilingual Language Learners?

Multilingual language learners (MLLs) are students whose first language is not English and who may be in the process of learning English as an additional language. These students may be newcomers to Canada or born in Canada but speak a language other than English at home.

Multilingual Language Learners (MLLs) come with many assets and skills. They will:

  • Learn English at the same time as the Ontario grade – level curriculum
  • See themselves in the learning environment
  • Feel that their culture and language are valued
  • Have confidence to express their opinions and know that they have a voice
  • Meet high expectations when they are involved in setting goals (with appropriate supports)
  • Have opportunities to choose pathways that honour their strengths and interests

WCDSB Newcomer Reception Centre

The Newcomer Reception Centre at WCDSB is a welcoming space designed to support families who are new to Canada and the school system.  After completing the standard school registration process, students identified as multilingual language learners (MLLs) are referred to the Newcomer Reception Centre.

Services Offered at the Newcomer Reception Centre:

  • Initial Language and Academic Assessments: Qualified teachers—serving as assessors—conduct an Initial Assessment to determine the student’s English language proficiency and educational background. This ensures that each student receives tailored supports to help them thrive.
  • Orientation: Families receive information about the Ontario education system, school expectations, and available supports.
  • Settlement Support: Access to YMCA settlement workers who provide information about housing, healthcare, transportation, and community services.
  • Interpretation and Translation Services: Available to help families communicate effectively during meetings and understand school materials.
